I once synced a full iPod to a blank library and it erased the library’s songs without downloading them to the iPod! Stupid, I know. But “sync” implies “synchronization.”

No, the iPod is a one-way sync, except for iTunes purchases (like you have another computer and you synced a purchased song, it will sync back to your other). Your iPod will just be loaded with your songs from iTunes.

No. iPods are designed to only sync one way – to make your iPod match what is in your library. It is possible to retrieve songs off of your iPod and copy them back to your computer if you know how to force your iPod to allow you to do it, but (probably for piracy reasons) transferring songs from your iPod back to your computer is not an automatic function that is offered.
The contents of the iPod will not effect the library with one exception. The exception is songs purchased off of the iTunes store – when you connect your iPod iTunes is able to detect the songs that were purchased through it and if those songs are not currently in your library it will ask you if you would like to add them to your library.
