It sounds like a bunch of bull, and that Mattell doesn’t want to lose it’s dirt cheep subcontracting facilities

    it’s a design flaw because the manufacturing specifications didnt call for a lead free paint to be used.

    It’s considered a dangerous hazard to children, which wasn’t noted on the box of the toys. The lead paint was added in secretly by cheap chinese laborors who didn’t want to put in a more expensive substitute.
