Call the police? Make sure its recalled first.

If it is recalled. Call the manufacturer support line (or distributor), they should refund it or replace it.
The guy in the Mall maybe he did not know it was recalled. There must be a “Better Business Bureau” office where you can report them.
It’s a civil matter so the police won’t be much help. I don’t know why it would be illegal to resell equipment that’s been refurbished to comply with the recall. I’ve found that, in shady business practices, it helps to mention passing the information on to the state Attorney General’s office is always effective if the seller is trying to scam me. AG’s love to prosecute stuff like that because convictions are good for their records, especially at election time.
But do make sure you have something legitimate to report or you’ll look pretty foolish.
