Maybe the empty space design was more cost effective or is energy efficient in some way compared to the standard practice of constructing ceilings and floors in between every level?
I think it’s more likely that whoever paid for the project just wanted a pyramid and didn’t care about anything else. Luxor was built for 5 million, which is cheap compared to what newer resorts cost (Wynn was .7 billion, Encore was .3 billion.)

Because it is fantastic. Vegas is known for being the entertainment capitol of the world and having unusual hotel casinos like NYNY, Venetian, and Luxor.
And the upper air is not air conditioned. Hot air rises. And 90% of the building is not empty space.
For several reasons. One being Egyptian themed a pyramid was most logical. Second, so unique in it’s design that every bedroom has a full window view. When you walk out of the room you can view the casino which is the central point of a resort like this. Almost like a draw. Pyramid designs have something of a mystical history behind them. Strongest most efficient design. The interior angles create a more efficient air flow with temperature change. and easier to control the temperature. So there were many reasons for the design but the main reason was to have the Egyptian theme.
to stand out of all other casinos to get more people in to take their money away via gambling or staying at the hotel thru beverages or food.
because they had so many stupid people giving them money in the casino they didn’t know what else to do with it?
I’ve actually stayed there and it’s quite nice. It’s not all empty space, there are lots of hotel rooms in there. the whole hotel has an Egyptian theme and it’s very educational and entertaining.
